Public Engagement in the City of Buffalo Budget Process

Whereas,               local government budgets should show an alignment of the priorities of an administration, which are stated to be in the best interest of the public, with the concerns of citizens;


Whereas,               a lack of transparency and public involvement allows the possibility of divergence between administrative goals and the goals of the people;


Whereas,               not involving the citizens throughout the budget process leads to a distortion of public policy as governments try to realign previously adopted budgets to the later identified concerns of the very public served by the budget; and


Whereas,               elected representatives of the people of Buffalo, having a duty to work on behalf and in the best interests of the people of Buffalo, should be in frequent open dialogue with the people of Buffalo: Now, Therefore Be It


Resolved that The City of Buffalo Common Council-


1)              Seeks to reform The City’s budgeting process such that public input is solicited at early stages of budget development and throughout the whole of The Council’s review;

2)              Seeks a partnership with the mayor and comptroller on this endeavor; and

3)              Intends to have a detailed plan in place for the creation of the budget for FY19 no later than January 2018.
