Whereas              parking lots in The City of Buffalo are largely unregulated beyond Ch 307-34 (b) of The City Code, which is limited for licensed parking lots;

 

Whereas              in such licensed parking lots, lot owners can only charge a maximum of $75;

 

Whereas              the effects of not having a comprehensive law to address parking lot issues can lead to the practice of predatory immobilization devices on cars;

 

Whereas              The Council has received a number of complaints about immobilization devices, the use of which warrants the attention of The City: Now, therefore, be it

 

Resolved that The City of Buffalo Common Council-

 

1)              Calls for the Parking Department, and the Law Department to work with The Council on an ordinance amendment having the legislative intent of preventing predatory use of immobilization devices on cars in The City of Buffalo.
